May be some providers don't mind as long as you're supplying or sponsoring the sundress? It seems a fairly benign request compared to some of the shit they're asked for. Actually a sundress can be bunched up around the waist. So don’t need to take it off. So can use it to lean back and apply deeper motion. Less awkward than pulling her arms back. Just a thought.
I think I would like going to a booking wearing something other than lingerie. If you are a regular and given enough notice, I'm sure the girl would oblige and may not charge for it. I probably wouldn't.
