What is Guanshi service?

Lately browsing escortify and researching the market, I ran into a new tier of service term I haven't seen before

There's VIP, then there's apparently a new tier up from some... I think mostly Taiwan based WG which offer Guanshi.

Any idea what is Guanshi?
