Bit more than that. INZ have their own domain immigration.govt.nz; nothing to do with MBIE. Also NZ government domains end with .govt.nz Apart from that - non compliance is actually reported using an on-line form through the INZ website or through Crimestoppers, not a random email address
Not really bud. Used to work in DIA and MBIE. They all work in together. You can see here some of that

As the people are already in NZ and are working, first port of call is MBIE as its employment. They then work in tandem with the INZ arm.
Despite there being contact forms and people often dieected to use them, I can assure you that there are loads of email addresses used too, not just a form
