The butt contains some of the largest muscles in the body. If you're trying to massage muscle tissue etc, it's best to do that with the skin exposed.
Massaging the glutes with the skin exposed can make total sense in a legit massage context. I think where it crosses the line is if they have you fully exposed face up, or start massaging your cock.
