How to post a "Request" or "Review"?

Hello gents. Does anyone here know how those threads with "Request" or "Review" tags are made? I can't see any fields that enables it when I make a new thread.

First you need to select the appropriate area sub-forum. When you click on the Thread Title, the screen expands and you get the prefix option. Click on that and just select what you want.
