The list is really a symptom of advertising not being transparent. It's also difficult because a lot of girls often exercise discretion when deciding what they offer to a punter. Ideally agencies would either say unavailable, always available, or at girls discretion.

We are effectively asking the agencies to advertise that they only offer legal services, unusual for any other industry, e.g. your pharmacist saying that meth is not available lol.

The law isn't necessarily a perfect reflection of societal norms. Generally, but with exception, norm changes outpace law changes.
While this does not necessarily justify breaking it, it does mean that it will be broken. I'm sure you agree that it's better for everyone if the service is transparently advertised/described?
